No, it's a special time of the year. The so called Leopoldi festival. That's a giant fair in celebrtion of the towns patron Leopold III. All around this square you see in this picture, there are big public halls with the only purpose of serving cheap wine and getting people pissed. This attracts a very special crowd from the nearby capital. When I was young I used to enjoy it, but I did a stint at working as a paramedic for the Red Cross in my town and it's unimaginable how many drunken bodies, victims of beatings and such you pick up in any given night during this festival. I was especially refering to one night some 30 years ago, when I returned late at night to find my car hadn't only been barfed on, but also frozen piss on the door handle. But you're right. The perpetrator being local is a distinct possibility. When doing m rounds through the local pubs, I've even found towns council members lying in the gutter.
