I think brevity was of value to Madison et al in gaining some votes. That's also the rationale for the Tenth Amendment, I bet.

Everyone likes to credit Madison for the First Amendment and he did pen the final words, but it was modeled from Jefferson's prior "Virginia Religious Freedom Act".
