How unbearably hot is it in the summer and what are the winters like?

I need it to be cold enough to wear my badass coat sometimes but not so cold that I would have to walk around wrapped in winter jackets and scarves and hats and gloves just to survive. And it can't be super hot in the summer or else I'll melt in all the black I wear.

In the summer, there are some 2 weeks of unbearably hot. I strongly advise you to wear skimpy clothing.
In the winter, it very very rarely goes below zero (celsius). Instead the temp remains at a maximum daytime of ~10C and minimum at ~4C.
There's some rain in the Fall and then around March and April. Any rain out of these two seasons is quick.
