Sometimes people need things laid out in writing. It might prove helpful.
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'

The 4 rules that mustn't be breached is the most innovative thing in this protocol, IMO.
Theists especially break rule 1 all the time. When you point out they're wrong about something they just point out something else and are like "Aha! Well you can't explain THIS!" without admitting defeat on the first point.
Idiotic people in general do this all the time too. The amount of times I had an argument with my ex-roommate and when I pointed out how full of shit she was she just started blaming me for or criticizing me about something else entirely.

It's like that bit in The Young Ones when they get a (then) new gadget called a video recorder. When they have trouble getting it working, Vyvyan suggests filling it with washing up liquid; because as he correctly points out, it doesn't say in the instructions not to fill it with washing up liquid.
