Yes, there are some dogs that should not be owned/kept as pets. Not just for breed but also for personality.

We just adopted a dog from the kennel. A beagle dachshund mix, it was chosen by my second son. It's been a really good dog (5 days in). If it steps out of line, it is corrected, as required, and learns pretty quickly. It's pretty smart (really smart, compared to the Chihuahua  Rolleyes and Maltese dogs already here). We've not had bad dogs (but for one, back in the early '90s, and it got gone quick). I wouldn't have a pit bull as far as I could throw it. YMMV

Yeah, when I was a kid, one of my younger brothers (rug rat, at the time) bit our German Shepherd! She yelped, but didn't bite him back, which would actually have been fair, but that dog was obviously pretty smart.

By properly training you dogs and/or having a docile breed. Dogs are fairly predictable, especially if you have them from the time they are puppies. I'm not saying that you will know every little thing that they will do, but I can 100% bet that my mother's big fat lab, which has never had a single sign of aggression, will ever attack anyone. I would be my life against a peanut on it.
