Another hint. The number on the left is always the determining factor of the number on the right. When you can figure out the rule being used, you can apply it all the way down the list.

I apologize.  I'll wait longer next time.

The number + the total letters in its name.

So 1 would be 1+3 for O-N-E = 4

2 + 3 for T-W-O = 5

Then the answers

9 + 4 for N-I-N-E = 13
10 + 3 for T-E-N = 13

Hint was in the title to make it add up.
