It's in that thing above sort of, it seemed original to me when I first heard Iggy's Lust For Life.
Since then I've heard (1963ish) Stones do a cover with it in it.  
It's kind of everywhere, is it James Brown related?

It's a blues trope that goes back decades before the song I posted, walking up to the root from a fifth below, along with the Bo Diddleyesque syncopation.
