I understand now I could have reported him and then told him that I had done this. Unfortunately, I didn't think of that at the time.

What do you expect us to do then? On one hand you don't want us to fight your battles for you, yet on the other you complain there isn't enough moderation. I don't mean to be a dick by this, but do you honestly expect us to read every single post and keep tabs on every member? We can only act on things that have been brought to our attention. Ditto to what Kay and CD said.

When reports happen, we evaluate together its merit. If the reported member did nothing wrong he will not know about it. If he did, then he will surely notice.

Not only this, but members are actually obliged to report or otherwise raise concerns over rule-breakers:
