To wrap this thread up, yes - it is a vaporizer to aid in the absorption of tetrahydrocannabinol.
It uses a soldering iron with the solder part removed and replaced with copper standoffs to heat the marijuana to ~415 degrees F and a PC fan to pump air through the top and into a bag. Alternatively, one can just set it up and just inhale the vapor through the top and skip using the internal fan entirely.
