It should be able to. I don't see how merely wishing it were so will change anything in this regard, though. Besides, I don't live in the United States of America, mind you.
Nevertheless, I'll pursue every source of guidance available on this. This is why I thought it best to also start a thread here, asking fellow free thinkers about it. What's so bad about that?
