I agree people are responsible for their actions. That includes people who hand out two hundred quid to somebody on drugs as an incentive to remove his ability to have children. People on drugs are also responsible for their actions - so blaming other people for "making them" lose the will to get clean doesn't wash.
If pressed to apportion responsibility, I would give a valuation of the amount of responsibility that a drug addict has for accepting this money and agreeing to the operation as £200. That's £200 worth of responsibility. Seems like a fair valuation. The amount of responsibility that an abuser in the form of a right-wing eugenics-supporting "charity" has in bribing a person with a drug problem to have an operation that means he can't have children is the amount of compensation they should pay him for missing out on those children. That's a 7-figure sum, over £1,000,000. That's how I'd apportion responsibility.
If a person on drugs books himself into a vasectomy programme of his own genuine free will, I've got no problem with that. But to do it on the basis of a £200 bribe? Come on. Show some responsibility.
