Too right, it did. Without sufficient sewerage and related sanitation, disease will keep your city from growing beyond a certain size (cholera epidemics have a way of fucking with population density). Without population, you can't build an army and make life interesting for your neighbours. Rome was the first city in the world to reach one million in population, and did it in the second century BCE. London was the second in Europe to do so - in the 19th century CE. In both cases, the rapid increase in population was roughly concomitant with improvements in removing poo from the city.
