Another way to cut down on being hassled is to just smile and tell them you're local in their own language. :-)
In Vietnam, I had to ignore people because no means maybe.
Whilst in a shop, never look at the shopkeeper until your ready to buy and never let your gaze linger on any one object for too long, lest you want to know how much of a bargain it is and anything else that even looks like it. :-)
