We honestly don't have the time to go through removing the reps of banned members, and neither do we want to.
Folks who have been banned may have been banned for all number of reasons, these don't automatically make their reps invalid. My first ever rep was from a guy called Gilgamesh who I knew on another forum. He was banned for flaming if memory recalls, but it doesn't mean his rep to me (and indeed others) is now worthless.
Of course, you can always delete reps as a member that you feel should be deleted. It is against the rules to post a negative rep, so that is generally the only case where we will delete one. This fits in with the question about spammers repping. As SC said, it's very rare (if ever) that a spammer will rep people. If the rep point is obviously spam however (such as a link or a nonsensical post), it will be removed.
