Thoughout the Pakistan floods my support has been for Islamic Relief mainly because it made sense to me that an islamic charity would be effective in an islamic country. Islamic relief are part of the Disasters Emergency Committee which not set up on any religious basis even though it includes several religiously-labelled charities.
My view of secularism is that the aims of an organisation should be non-religious, it should not demand any religious observance of its beneficiaries but equally that it should recognise the needs of both religious and non-religious people in their target geographical regions proportionately to their actual numbers.
