The mayor of my college town defied the order, and there were consequences. The protests that happened as a result weren't because he was disciplined for it, but to make same-sex marriage legal.
Oh, and Kim Davis wasn't sent to jail for failing to sign marriage licenses, rather, for contempt of court.
