I don't know how to balance a legalized (nationally) form of prostitution with legalized drug(s) use. I'd entertain thoughts on perhaps how to institute legalized use of prostitutes. Instead of, or maybe in addition to, legalizing prostitution, those partaking of the service(s) need to be registered, licensed, 'trained' and/or regulated.
I note a (very) coarse analogy, cars need to be designed and built to appropriate safety regulations, and drivers need to be licensed. Requiring 'Johns' to be cognizant of their responsibilities too would help insure the system works.
And I don't have a problem with male or female (legal age) sex workers, nor male or female 'Johns'.

The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
