Even if you could find evidence to say that, on average, they are weaker, that still doesn't mean there aren't women who could kick a man's ass. There's a woman I work with who does amateur boxing and, trust me, you do not want to mess with her. Conversely there are also men (like me) who seriously lack upper body strength and would never be able to handle themselves in a fight.
I think the idea of "women are weak" is a self-fulfilling prophecy, it's become a "truth" because it's so pounded into us psychologically. Think back to when humanity was just a fledgling hunter-gatherer species fighting for survival in the wild. Who do you think were protecting the children from predators while the men were out hunting? Hint, it wasn't the men. Among other animal species we continue to see this too; threaten a baby of any large cat species, 9 times out of 10 it'll be the mother with her fangs in your neck.
Most women do not have the same amount of muscle mass as most men and thus most women are weaker in that way. That said, fighting and self defense is a lot less to do with sheer physical strength and a lot more to do with speed, agility and knowledge of the human body. You don't necessarily have to be physically strong to kick the shit out of someone much bigger than you. Thinking back to high school, I remember on a few occasions witnessing some fights between a pretty muscular guys vs a much smaller guy and the smaller guy won simply because he was faster and knew where and how to hit. I don't think a lot of women realize it's a lot more difficult to move around when your shaped like the hulk and you STILL have weak spots just like everybody else (it's a matter of knowing how to exploit those weaknesses).
(With my full consent of course) my husband has gone through lots of scenarios of how I could be grabbed or approached by an assailant. And when I say "gone through scenarios" I mean grabbed me as roughly/hard as an attacker would and actually very realistically put me in the position of what the hell would I do then showed me how to get out of it and/or disable the attacker enough to get away. My husband is a big guy (a whole lot bigger and physically stronger than me) and I tell him not to go soft or be afraid of hurting me a little because I want to learn. In all honesty, if you know what you are doing it doesn't take super human strength to break out of being physically restrained nor to put someone on the ground. I hope I never have to use self defense or fighting skills in a real life scenario, though it is probably wise for everyone to learn.
