I'm pretty sure that verse is referring to the separating of the Heavens and the Earth as described in Genesis. In either case, the text does not clearly refer to a rapid expansion of space-time or anything of the kind. What you've done is force-fitted the text to the science, and the particular argument you're using is honestly pretty old and thoroughly debunked already.
