I think the EU could have been saved (maybe still could) if they had managed to better coordinate and communicate between the various law enforcement and intelligence agencies. That would have required a great deal of horizontal management which is much more difficult that the vertical management needed in the US between the local, FBI, and CIA/NSA. I cannot imagine French military intelligence sharing information with a local police chief in Latvia.
All that said, I believe nations must choose between having open borders and generous public assistance programs. Having both has become a financial disaster in the USA. Why should the EU be any different? When you make yourself a magnet for third-world populations that do not want to integrate with the existing first-world culture then you are destined to become third-world yourself.
