Trump is very clever because he is in a no-lose situation. As soon as the next incident happens he can blab about how it's the government's fault because the politicians allowed the terrorists to enter the country. He also shows support for the Repub governors who took public positions against allowing Syrian refugees entrance into their States. On the flip side he has cleverly gotten the bleeding hearts to go on record about supporting potential foreign agents to flood the country. Therefore when the crap hits the fan he can legitimately claim that he would have taken steps to have prevented it while the bleeding hearts made the incidents possible. If it happens during the primary season he will win by a landslide.
