Actually, yeah.
I was born in a big city where I spent the first 7 years of my life. As a little kid we'd walk everywhere... to the store, to the park, to the beach... we didn't have a car and you could get anywhere you needed to on foot.
My mom taught me from very early on not to stare at the homeless folks laying in the streets, or the disabled people who walked (or rolled) by, or any other type of person who just happened to stand out for whatever reason. It's just common human decency. It doesn't matter if it's a hot guy in a speedo or a mentally handy capped person acting strangely. Staring is rude.
