If He wasn't Most Merciful He could just say "Do good and don't do bad or else" but He explains to us in detail what we will receive if we disobey just as He explains to us in detail what reward we will get if we obey Him. And with our finite human mentalities we can't possibility interpret how much worse the punishment will be nor how.much better the reward will be. So as The Most Merciful He is giving us chance after chance in this life to have, in the Hereafter all we desire, and to be saved from the greatest punishment ever.
