I'd like to believe that there was someone out there wise enough to make those decisions for everyone, and that everyone would do their fair share of the work to ensure there was enough to distribute.
Fortunately when I was growing up I realized that some thoughts belonged in the realm of Disney, and others were more worthy of this little place I like to call "reality".
One of the great things about America's system, rail against the finer points of it as you will, is that it recognizes that no one person (or even one group) for an indefinite amount of time knows what's best for everyone...or even the majority of people.
