Its not cultural appropriation as that is simply a term created by close minded fucks who are afraid of exploration of cultural diversity. What this is, is simply your cousin acting like a idiot. Its probably a misguided attempt to be " cool" driven by a lack of confidence and a desire to fit in. But I don't know the guy so I can't say with certainty.
