I considered that once a while back, but then freedom of thought would be infringed upon. The right to assemble would be infringed upon. Furthermore, there is the issue of what constitutes a dangerous hate group? Many will argue that Isis is Muslim but then, not all Muslims are Isis. So there's that to consider.
I think there are too many variables that would make such a concept impossible.
