True enough, calling someone a "monkey" is generally a mild insult that could be aimed at a person of any race displaying silly behavior.
The term "monkey" is also an ethnic slur that aims to demean blacks and and other dark-skinned individuals as being "others" and not quite human.
It's unlikely, but not impossible that a person could be unaware of that there are in fact, two definitions of the term when it's used as an insult.
It's also possible that people slickly use the term "monkey" as a racial slur, and then feign ignorance of any knowledge that its use as such a term has ever existed.
I would imagine that if I unwittingly used a racial or ethnic slur, my reaction would be "Oh, shit. Sorry. I didn't know." and that would be that.
That's just me, though.
