Harry Potter magic is fairy tale magic. By the time kids are old enough to read the books they'll know it's impossible to fly around on a broomstick or get the washing up to do itself by muttering strange words and waving a stick at the sink.
J.K. meant for kids to read a book a year, to keep pace with the protagonists development. So you're right, they should be taking the stories as stories by the time they were meant to be read "The Philosopher's Stone".
