With water cooling, you just have one or 2 slow moving 6 inch fans blowing air through the radiator only.
Mine's a custom setup using a Toyota heater core as the radiator.
(It really is mild compared to some crazies out there though)
The program "speedfan" will make the fans in a modern system very quiet, except when you are doing some intensive CPU work (like encoding video files or something). Leave on "Automatic fan speed," but then manually crank down everything to zero, and it will level them up to the necessary speed.
I don't know the Linux equivalent, but I can say I just ran the program now, and it's like that feeling you get when you notice the refrigerator just turned off-- ahhhh silence!
