I'm going to assume that you meant to say in Step 3 that they keep the piece of paper if it isn't their name, right?
I think it's basically this: (8/10)*(7/9)*(6/8)*(5/7)*(4/6)*(3/5)*(2/4)*(1/3)*(1/2) - i.e. 1%.
