I agree with the sentiment.
I'm happy to welcome anyone into my country (except it's not my country, or my decision) of any description. But they need to live by our laws. It's not acceptable to create their own sub-communities and run them with their own ideas of what laws should be. We wouldn't allow anyone else to do so.
Other than that, they can do what they like as long as they're not hurting anyone. I find the whole idea of cultures pretty meaningless personally, but I don't want to stop anyone doing what makes them happy, within reason.
