It's not like non believers are that clean; real belief in a judgement day -and the possibility that we might go to hell in that day- does act as a preventing wall against freaky stuff.
Committing bad stuff are all about not fearing or regretting a consequence. That's why governments govern things with regulations and laws; even the most liberal society must have those laws, or things would get out of hand. Countries that suffer a shortage in law execution, suffer too from high crime rates and terrible things.
Other than that, most serial killers are in fact non believers.
