Considering the prevalent and persistent rape mentality the men there have, it might be good advice.

Cracking down on the horndogs would be better, but I don't see the Muslim hordes moving in that direction for another 1000 to 1500 years or so.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
