No, that is actually a chicken and egg argument. They have this mentality that they should rape uncovered unescorted women because they believe it is the woman's duty to cover and protect herself... And they are taught that they have no control and therefore no responsibility over their impulses...

It is cultural. Much older than Islam or christianity or judaism for that matter. You don't have to excuse it or endorse it to acknowledge the fact that misogynistic attitudes are still the standard in large parts of the world.

I don't think it is cultural. Non muslim faith in the middle east don't have half as much issues as the muslims do. They have no problems with women driving and they certainly don't cover them up. While a mild case of daughter protectiveness exists everywhere, it seems only muslims build rules and formalities around it.
