Catholics had already accepted the idea of Hell. Hell is scary, though, and it's uncomfortable to think about what happened to your dead relatives who weren't Catholic. To assuage these fears, they invented a realm of second chances where slightly shitty people can still get to Heaven and your dead relatives can be saved if enough people just wish hard enough.
