Do you truly expect them not to try at all to close the gap with us when the military capability is such that we can do pretty much anything we want in their backyard where as they have no capability to do any at all in ours? If we don't want them to try to match our capability, maybe we shouldn't be so profligate about throwing money at capabilities which other people would have to later match??
If our standard of military security is our military must be so much stronger than everyone else's that no one can possibly defeat it, even in their own back yard, we make ourselves the red cap to which every bull would be tempted to charge. Imagine what we would do if the Chinese acts as if their security is only garranteed if their military is so strong that we can't possibly defeat it even in Chasepeake bay.
But, even so, they are more patient then we. They are not as tempted by the immediate if false gratifications of appearent military supremacy. Much as we scream about their arms build up, they spend much smaller fraction of their economy on the military then we. They just spent about as much as we spent each year on military on a national system of high speed trains. They go for investing in long term fundamental productivity. Their let us enjoy our bottled hard-ons of hoorahs and stealth drones, and the french fires of deficit spending and lack of fundamental economic policy. They are building more robust fundamental health that would allow them to compete with us in the future from the advantageous position of a larger, solvent, and industriously productive economy. They go for real virility rather than viagra. Oh, wait, I forgot, real virility is "socialist".
