If children are getting upset about each other's dicks, the solution isn't to cut bits off them until they match, it's to address the underlying problems.

I was a late developer. Even in high school my dick was tiny, and we had communal changing rooms and showers. Of all the things I got bullied about, this was not one of them. Seriously, I've never known guys be interested in each other's dicks, at least in any comparative way. I don't know where the concern is originating.
