Ah, a good one. The isolationists were agitating for a reduction of war material to Japanese because they were concerned that this would get us into the Sino-Japanese (non-declared) War. Senators Nye and Burton were advised by the State Dept. that this would probably have the reverse effect but they insisted on it in exchange for their allowing the expanded Draft bill to pass the Senate. As FDR needed to build up the US military, he accepted the compromise.
It's amusing that the conspiracy theorists decry the embargo as an FDR ploy to get us into the war when it was actually forced on him by the anti-war factions.
