See, that joke doesn't work since the words dictator and dictation can't really be conjoined semantically in this particular instance.

Does that make sense? Barely, it is an egregious thing stilistically, at the very least. And it sure as hell isn't what he meant to say. So one of two things happened, meaning was sacrificed on the altar of humour, or he made a mistake.
Very simply put, you don't vote for an action, you vote for a state of things. You vote for a dictatorship, not a dictation. This is becoming extremely silly, people on this forum never know when to admit they're wrong.
If you're going to try and be witty, take care that you know your English well enough to do it with a trace amount of grace, if nothing else. And if you're going to dismiss criticism out of hand, don't, instead make sure that you've payed enough attention to it first.
