It's likely some kid has set up a scanner brute force their way into whoever's got open WiFi in range. Especially in townhomes and apartment complexes, there are enough unique routers that somebody might be dumb enough to leave their wifi unsecured. So it's constantly, repeatedly scanning.
Sounds like your equipment is doing it's job. You could contact your telco to see if they have more customers in the building and suggest that they secure their wifi as well.
