I think that's the wrong question. If it was valid, why would there be dictators at all. That guy worked towards it since he came to office. Now he's got his final opening.
There has to be a motivation.
I know everyone wants to rule the world, but... it's not easy. This guy should be aware of how difficult to implement that is. Not only that, but, as history has shown repeatedly, it's not a sustainable form of government.
Sure, he's over 60yo.... so... he has 10, maybe 20 years ahead of him...
20 years of wrecking a country.
I know what that comes to look like.... to be 20 years behind everyone else... not nice.
What if it's an addiction to power? A lot of addicts have the mentality that it's different for them, those other addicts didn't have control of the situation.

It tells us that we’re ready, we’re at home, we’re where we’re supposed to be. Flames don’t intimidate us. What do we do? We control the flame. We control them. We move the flames where we want to. And then we extinguish them.
