No.  It's not nearly enough for me.  The world has lots and lots of borders.  My family, my city, my county, my state, my region, my country, my continent, etc...  As we get further out, society more or less works that you have less and less responsibility to those people.  

I don't feel obligated to take care of every human on the planet.  You probably don't either in practice.

You know, when someone says something like that, I have but one wish. That they are put in a similar situation at one point in their lives and everyone slams the doors into their face because it's none of their concern.

My family lived through it, some 70 years ago. Many countries slammed their doors and so most of them didn't make it. My parents did, with luck. So, excuse, if I read something like the above quote with utmost disgust.
