Technically the Saudis already declared war against the United Stated with 9/11. With that in mind, I think I'm being consistent. Saudi attacked the United States first. The recently released secret pages confirm that.
Not that she needs to go to war though. A boycott would be enough. Plenty of other countries have lots of oil.
