But sanctions have worked against countries in the past, haven't they? Hilary could take this to the United Nations if she wanted to. Plenty of countries know how evil Saudi is and I'm sure they'd be happy to work with her.
You can chose to work with the mafia or you can chose not to. It's a matter of principle. And Hilary has no principles.
P.S. Comparing Saudi and Cuba is like comparing apples and oranges. First of all, Cuba's economy is far more diverse than Saudi's is. Saudi is mostly a desert wasteland where nothing grows. I'm not sure that they can grow enough food for themselves given all that desert but that's probably not the most important difference.
Also, they are two completely different systems of goverment and there are so many differences that can be listed. For example, one big difference is Saudi borders not one but two failed states in Iraq and the Yemen and you have Somalia and its rampant piracy across the Red Sea on the one side, bringing the total to three and those chickens are really anxious to come home to roost. Plus, their arch enemy Iran on the other side.
Saudi is only just now waking up the reality of those chickens wanting to come home to roost. Syria, Somalia, Iraq, Libya, the Yemen, Nigeria, Afghanistan and Pakistan are bursting with them. The recent bombings in Saudi were just the start.
Finally, Saudi relies on migrant labourers. Saudis don't wanna do the work of the migrants. The Kafalah system is fancy term for slavery. A lack of migrant labour is another thing that would cause Saudi to collapse.
