I think Arab women and men should simply skip advocating it's use in any case. No different than the movement in the west by females standing up for their right to dress the way they see fit without anyone telling the individual female what to do. I do get tired of people focusing on just the east. It is true they have a bigger problem with female rights, but they still didn't invent religiously based sexism or gender role clothing.
