So, women are ordered to wear hijab because they must take responsibility for men being unable to control their sexual urges. Men apparently don't need to take responsibility for this themselves, and if a woman 'tempts' a man by choosing not to wear hijab then a man might rape her and it will be her own fault for not taking responsibility for his urges.
