I think EP's reprashed post, stating it as a question and not as aggressive/confident is a good question.
It wouldn't surprise me if such happened unconsciously but not only in favor of the staff members. I think it's not too far fetched that for some people, the more you like a person the less judgemental you might be of them. And I believe people with higher status among people who aren't envious are generally more liked.
E.g if <insert person you like> broke a rule the criticism towards that person would not be the same as the criticism towards <insert Tibs, no one likes him> and since they're (the criticisms) different, naturally one would be a bit kinder than the other.
However I myself haven't seen the staff members treat someone unjust or shitstorm them unless it's a more "severe" case that slightly goes out of hand. Then there's a bit shitstorming (but in those cases it's needed)
