The reason I specifically chose 'adopted' parents over biological ones is not all universally an adopted parents right/claim over an adopted child. Therefore "proof' of parenthood becomes arbitrary to anyone who does not want to recognize the relationship or bond...

Why would a dna test only have to be about matching DNA to biological parents? DNA testing has a lot of applications, but even in your simplistic scenario it could be used to determine whether the parent claiming to be the birth parent (or creator of child) is a liar or not...
And no, if your are an "arbitrary" parent, you'd most likely end up in jail. Foster parents need to prove themselves to retain their rights to raise the child...
