Pick the five cities your regional deluge (little d for little ideas ) would have effected. Next a time frame...you can be generous with buffers. Then a rate of accumulation, and height of the floodline. We can get a topo map, soil surveys, geological data - and any pertinent archeological or historical evidence. We'll be able to predict how much water would needs to have fallen, what sort of storm cell would be required to produce it, what the effect of such a cell would be...and what evidence there is (or isn't) regarding the existence of such a storm cell in that region at that time (or anywhere else in the world)...and whether or not such a flood ever did happen, or would indeed be possible.
While you make those decisions, we'll get some mood music going.
