I think you need to define manipulation very broadly to make a claim like that, to the point where it's a tautology.
No, you only have to define it as it is generally defined at the moment. When one notices it at work it becomes what it is, manipulation, when one doesn't, one might mistake it for other things, as one usually does. It can also happen that you manipulate someone and you can't even tell yourself or vice versa, of course.
